SCOPE OF WORK (SoW)
Design and Deliver Self Help Group (SHG) Related Training Programmes in Tamil Medium – Mullaitivu and Batticaloa Districts
1. Introduction
Sri Lanka Centre for Development Facilitation is building a network of Self Help Groups (SHGs) and their federated structures (clusters and federations) in the Mullaitivu and Batticaloa districts, enabling women and vulnerable households to organise, plan, and lead their own community development initiatives. To strengthen the capacity of these groups, SLCDF is seeking a qualified Resource Person/trainer to design and deliver a series of training sessions for SHG members, cluster members, federation representatives, and dairy farmer beneficiaries in these districts.
2. Purpose of the assignment
The purpose of this assignment is to hire a professional trainer/resource person to design and deliver a series of training sessions in Tamil Medium for project beneficiaries as part of Palmera's Self Help Group (SHG) strengthening programme in the North and East. The training will cover: Cornerstones Training (for dairy farmer beneficiaries); Importance of Clusters; Constitution Development for SHGs; Constitution Development for Clusters; Cluster Formation and Selection of Cluster Representatives; Cluster Goal Setting; Cluster Action Planning; Rotational Leadership; Federation Formation, as detailed in Section 3 below.
3. Scope of Work
The Trainer/Resource person will be responsible for the following tasks:
- Develop training-session plans and materials based on existing training modules.
- Facilitate Tamil medium training sessions organized within Palmera funded project in North and East.
- Pre- and post-training assessments for each session and compile results.
- Submit detailed training report for each training session conducted.

Field-Based Training Locations:
Training sessions will be conducted in the following Divisional Secretariat Divisions (DSDs) across the Mullaitivu and Batticaloa districts:
- Mullaitivu — Divisional Secretariat Division: Puthukudiyiruppu — No. of Sessions: 4
- Batticaloa — Divisional Secretariat Division: Batticaloa — No. of Sessions: 59
- Total — No. of Sessions: 63
4. Methodology
- The selected trainer/resource person is expected to employ participatory and adult learning methodologies throughout the training, including:
- Interactive group discussions and knowledge-sharing exercises
- Case studies and practical financial planning exercises relevant to participants' daily lives
- Role-play and scenario-based activities to reinforce key concepts
- Use of simple, locally adapted visual aids and materials in Tamil (the working language of participants in Mullaitivu and Batticaloa)
- Pre- and post-training assessments to measure knowledge gain and learning outcomes
- All training materials should be culturally sensitive, gender-responsive, and accessible to participants with varying levels of literacy.
6. Timeline
The training sessions will be implemented from September 2026 to March 2027 in the Mullaitivu and Batticaloa districts. SLCDF will provide a tentative timeline of training sessions for the period. Training sessions will be organized by the SLCDF project team, and the trainer will be informed about the upcoming training at least 2 weeks prior to the scheduled date of the training session.
7. Hiring process and payments
- Once the trainer/resource person is selected, s/he will be registered in the pool of SLCDF – Palmera. The selected trainer will be hired for individual training sessions as per the project requirement and training schedule. Trainer's fee will be paid after each training session, about 5 days after receiving the training report and the payment request based on the agreed daily rate.
8. Required Qualifications
- The ideal candidate should have:
- Relevant degree or higher diploma
- Proven experience in designing and delivering respective training programmes
- Strong command of participatory and adult learning training methodologies
- Prior experience conducting trainings with marginalized or vulnerable communities
- Familiarity with the socio-economic context of Mullaitivu and Batticaloa districts, including post-conflict and resettlement dynamics, as an advantage
- Prior experience working with Self Help Groups (SHG), clusters, or federation models, including group governance, constitution development, and leadership structures
- Excellent communication and facilitation skills in Tamil
9. Coordination, and logistics
- SLCDF will be responsible for organizing all logistics related to the training sessions, including participant selection and mobilization, training venue arrangements, transportation and provision of food and refreshments.
- The trainer/resource person must send the training session plan and details of required logistic arrangement well in advance to each training session.
- SLCDF will provide transport facilities, food, refreshments and accommodation for the trainer/resource person in relation to each training session.
- SLCDF will arrange training materials for each session based on the training session plan.
10. Financial Proposal, Quote Requested
- Interested trainers / Resource Persons are invited to submit a quotation covering:
- Resource person's professional fee (per training day)
- Sample training modules, session plans, any other material developed by the trainer/resource person
