Project Management & Quantity Surveying Consultant

About the Role
We are seeking a highly experienced and qualified Consultant (Quantity Surveying & Project Management) to oversee and supervise the construction and installation phases of our Cement Grinding Plant Project.
The consultant will act as the key supervisory and commercial authority on site—monitoring construction progress, managing contractual compliance, auditing project activities, and rigorously evaluating progress bills to ensure cost efficiency, quality, and timely project delivery.
Key Responsibilities
- Project Supervision & Monitoring: Provide day-to-day supervisory oversight of all civil, structural, electrical and related infrastructure works for the cement grinding facility to ensure compliance with design specifications, standards, and schedules.
- Progress Valuation & Bill Scrutiny: Thoroughly review, verify, and certify contractor progress bills, interim valuations, variation orders, and final accounts against actual work executed on site.
- Audit & Quality Assurance: Conduct comprehensive technical and financial audits of project-related activities, material utilization, measurement records, and contractor submissions.
- Contract Administration & QS Management: Oversee contract administration, cost control, risk mitigation, and claims management in accordance with project agreements.
- Progress Reporting: Evaluate key project milestones, highlight potential delays or budget overruns, and provide detailed periodic reports to senior management and project stakeholders.
Required Qualifications & Experience
- Education: Bachelor’s Degree or equivalent academic qualification in Quantity Surveying, Civil Engineering, Construction Management, or a closely related field.
- Certifications: Professional accreditation/membership with recognized bodies (e.g., RICS, AIQS, or equivalent local chartered institutes) is highly preferred.
- Experience:
- Minimum [5-10] years of experience in Quantity Surveying and Project Management.
- Proven track record in supervising large-scale industrial projects (experience in cement, heavy manufacturing, or process plant infrastructure is strongly preferred).
- Skills & Knowledge:
- Deep expertise in measurement systems, FIDIC or standard conditions of contract, cost modeling, and bill of quantities (BOQ) auditing.
- Hands-on proficiency with project management and scheduling tools (e.g., MS Project, Primavera P6) and QS estimation software.
- Strong analytical, negotiation, and reporting skills.
