CONSULTANCY

Research on Understanding and Addressing Gendered Vulnerabilities/Implications in Climate Resilience of MSMEs through Enhanced CDRFI Mechanisms in Sri Lanka.

Introduction to the Assignment

The project aims to develop inclusive and sustainable Climate Disaster Risk Financing and Insurance (CDRFI) mechanisms that enhance the resilience of vulnerable SMEs, particularly in climate-sensitive districts of Sri Lanka, focusing on Matale, Nuwara Eliya, Monaragala, and Badulla districts. Recognizing the differentiated vulnerabilities across gender groups within the SME sector, particularly the heightened risks faced by women, it is crucial to understand and address gendered implications within climate resilience strategies and financial mechanisms.

Objectives of the Assignment

  • To conduct a comprehensive gendered analysis of SME vulnerabilities and climate risks in the context of CDRFI.
  • To identify barriers and opportunities for women-led and women-staffed SMEs in accessing climate disaster risk financing and insurance mechanisms.
  • To provide actionable recommendations for integrating gender-responsive approaches into CDRFI tools and implementation strategies.
  • To inform policy-level engagements through evidence-based insights.

Deliverables

  • Inception Report outlining methodology, research tools, and detailed work plan for the assignment.
  • Desk Review and Stakeholder Mapping Report, including review of existing CDRFI mechanisms and gender-responsiveness analysis.
  • Field Research and Gender Gap Analysis Report - Summary of key insights from KIs and FGDs, including gendered vulnerabilities and adaptive capacities, with supporting field data and transcripts/notes.
  • Draft Consolidated Report covering desk review findings, stakeholder mapping, field insights, gender gap analysis, and practical recommendations.
  • Stakeholder Validation Workshop Summary, including documentation of the workshop, including a summary of discussions, feedback from stakeholders, and validation outcomes.
  • Final Revised Report and Presentation.

Time Frame

The consultancy is expected to start from the 19th of May 2025 and should be completed on or before the 19th of July 2025.
