0. DESCRIPTION

Name of Project: Enhancing Disaster Preparedness in Urban Contexts – URBANO

Project Goal: Enabling environment for resource (waste) collectors and other communities to manage and cope up with disaster risks

Project lifespan: 1st January 2024 to 30th June 2025 (18 months)

Donor: Aktion Deutschland Hilft (ADH), Germany

Consultancy Type: End of Project Evaluation (EPE), data analysis & report writing

Purpose of Survey: Assess the progress made towards achieving project goal and impacts in comparison with the baseline results. (1) Relevance, (2) Coherence, (3) Effectiveness, (4) Efficiency, (5) impact, (6) sustainability in order to inform the donor ADH, WVG and WVL on the achievements and the impact of the project and inform for future programming

Consultancy period: From the date of tender awarding to 27th June 2025

Geographical Locations: Wattala & Ja Ela DSDs Sri Lanka

1. EVALUATION OBJECTIVE

The evaluation aims to assess achievement of the project goal, outcome & outputs in terms of (1) Relevance, (2) Coherence, (3) Effectiveness, (4) Efficiency, (5) impact, (6) sustainability to enhance future program quality. The evaluation report will be disseminated within World Vision as well as the donor ADH.

1.1 EVALUATION SPECIFIC OBJECTIVES

OVERALL: The evaluation aims to assess achievement of the project goal, outcome & outputs in terms of relevance, coherence, efficiency, effectiveness, impact & sustainability and drive lessons learnt to enhance the program quality. The evaluation report will be disseminated within World Vision as well as with the donor ADH.

  • 1.2 To determine the relevance of the interventions of URBANO project
  • 1.3 To determine the project coherence whether the implemented project measures are compatible and aligned to the detailed implementation plan of the project and with the project period
  • 1.4 To assess the effectiveness of project interventions in achieving project objectives
  • 1.5 To assess the efficiency of project management in terms of time, financial, human and material resources.
  • 1.6 To ascertain the (intended and unintended) impact of the project in reaching its overall objective
  • 1.7 To assess the sustainability of the URBANO project

2. METHODOLOGY AND APPROACH

The EPE will use a mixed data collection approach of qualitative and quantitative methods and it will be conducted in both project locations of Wattala and Ja Ela. Initial planning of the data collection will be done in line with the NO MEAL team and will be aligned with the evaluation study. Evaluation design should be able to achieve its purpose and objectives.

3. STAFFING AND MINIMUM REQUIREMENTS

The Consultants/firm can propose a team, including a team leader, if necessary, that collectively possesses the knowledge on anticipatory action and disaster risk reduction and other relevant expertise, and experience in leading large-scale complex evaluation surveys, demonstrated capability required to provide technical and leadership services for the evaluation survey project as outlined in the Terms of Reference (ToR). (Refer the detailed ToR to understand the minimum staff requirement)

4. EXPECTED DELIVERABLES

  • Inception Report (including detailed methodology & tools: 10-15 pages)
  • Data Sets (both qualitative and quantitative if any)
  • Evaluation Report (not more than 30 pages)
  • Workshop presentation for WVL & WVG

5. BUDGET

The consultant individual/company is expected to submit financial proposal with the detailed work plan for the evaluation study. The budget should include any cost related to execute the study, any costs beyond the proposed budget will not be approved by WVL.

The financial proposal submitted taken as the final budget to execute all activities indicated in this TOR. Accordingly, the consultancy financial proposal has to be well descriptive with above mentioned financial breakdowns.

6. DURATION OF THE EVALUATION AND TIMELINES

Duration and timelines for the evaluation study is well detailed in full ToR (refer the link). It is expected that the consultant or consulting firm to furnish a comprehensive timeline outlining the various activities to be carried out during the consultancy. 9. SPECIAL CONSIDERATIONS

  • Go through the detailed ToR prior for applying
  • Not submitting the expected deliverables on agreed time (refer the attached detailed ToR) will lead to deductions in the final consultancy payment.
