Terms of Reference – Coupon Manager

Position: Coupon Manager – Respondent-Driven Sampling (RDS)

Introduction and Background

The Community Strengthen Development Foundation (CSDF), in collaboration with FPA Sri Lanka, is conducting a research project titled "Stigma, Discrimination, and Violence among Female Sex Workers in Colombo City, Sri Lanka," funded by IPPF’s Stream-2 Sex Work Policy Consortium. The study employs a mixed-method cross-sectional design, with a key quantitative component that involves reaching a sample of Female Sex Workers (FSWs) through Respondent-Driven Sampling (RDS), a methodology used to reach hidden or hard-to-reach populations through peer referrals. To ensure the smooth operation of the RDS methodology, the project requires a dedicated Coupon Manager, who will be responsible for managing the coupon distribution and tracking process.

The Consultancy

The Coupon Manager will be a crucial member of the field research team, responsible for overseeing the management of RDS coupons, tracking respondent recruitment, maintaining accurate records of coupon chains, and coordinating with peer recruiters. The role will be based in Colombo and will require close interaction with study participants, field enumerators, and the research coordinator.

Key Responsibilities

  • Distribute RDS coupons to eligible survey participants in accordance with study protocols.
  • Track coupon issuance, monitor recruitment chains, and manage recruitment logs.
  • Provide clear instructions to each participant on how to recruit peers ethically and safely.
  • Maintain real-time records of coupon returns and redemption using designated forms or digital systems.
  • Ensure proper documentation and anonymity in tracking coupon codes, recruitment patterns, and respondent eligibility.
  • Coordinate with enumerators and the Research Coordinator to validate participant eligibility and avoid duplication.
  • Monitor recruitment progress and provide regular updates to the Research Coordinator.
  • Troubleshoot field-level challenges related to coupon distribution and respondent flow.
  • Work in a respectful, non-judgmental, and culturally sensitive manner with Female Sex Workers.
  • Adhere strictly to confidentiality and data protection procedures.

Person Specifications

  • Minimum G.C.E. Advanced Level qualification. A diploma in social sciences, community development, or public health will be an added advantage.
  • Prior experience working with key populations, including Female Sex Workers, or experience in outreach/community mobilization work.
  • Familiarity with Respondent-Driven Sampling (RDS) methodology is desirable but not essential (training will be provided).
  • Good organizational and record-keeping skills with attention to detail.
  • Strong interpersonal and communication skills.
  • Ability to work as part of a diverse and inclusive team.
  • Fluency in Sinhala or Tamil is required; basic English proficiency is an advantage.
  • High level of integrity, discretion, and commitment to confidentiality.

Deliverables

  • Accurate and complete daily logs of coupon distribution and returns.
  • Weekly updates to the Research Coordinator on recruitment progress and challenges.
  • Final report summarizing the coupon distribution process, recruitment patterns, and lessons learned.
  • Participation in team meetings and debriefing sessions.

Effort Estimation

The Coupon Manager will be engaged for the duration of the quantitative data collection period.

Time Frame

Approximately 2 to 3 months during the RDS-based survey data collection phase (specific dates to be confirmed).

Remuneration

Negotiable. Payments will be made in monthly installments based on actual recruitment and submission of verified coupon logs at the rate of 250 per respondent. Any operational expenses incurred in the field (e.g., travel) will be reimbursed separately if pre-approved by CSDF.

All outputs and data generated by the Coupon Manager will remain the property of CSDF and FPASL. The Coupon Manager shall not disclose or share any participant or recruitment-related information outside the research team.
