Job Location and contract:

The position is based in Sri Lanka, compensation and contract will depend on the local laws and benchmarks.

Department:

Asia Pacific Regional Office

Role of the Department:

The Asia Team supports and accompanies OLCGS partners in Asia Pacific countries in the management of programs and grants. The department plays a key role in ensuring the success of development missions while GSIF works toward establishing a Regional Office for Asia Pacific to strategically coordinate activities across the continent.

Asia Pacific Regional Manager

Key Relationships:

  • Internal: GSIF departments, relevant OLCGS stakeholders
  • External: OLCGS global partners, donors, regional and international stakeholders

Role Purpose:

Contributing to maximizing the effectiveness of GSIF’s mission and social impact in Asia Pacific, as well as that of the Congregation of Our Lady of Charity of the Good Shepherd. Ensuring support for Good Shepherd local partners in developing local and regional strategies for implementing results-oriented programs and projects.

Promoting continuous improvement of the Good Shepherd local partners in the management of their programs and projects, incorporating MEAL (MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING) practices, developing fundraising plans, and designing new proposals.

Promoting, alongside the Asia Pacific Regional Management, the development of regional programs that foster collaboration between countries and manage projects involving two or more countries.

The role involves significant individual responsibility in supporting country-level programs, particularly through regular field visits, while working as part of a team to achieve broader regional goals.

Key Responsibilities:

  1. Ensure the correct implementation of the entire PCM (Project Cycle Management), according to the approval by external funders and in compliance with GSIF regulations and guidelines.
    • Establish a continuous relationship with partners in intervening countries.
    • Plan, organize, and lead tasks related to the design, implementation, and monitoring of ongoing and new projects to achieve GSIF objectives.
    • Assist local partners in developing concept notes, country profiles and proposals aligned with GSIF values and guidelines.
    • Ensure timely submission of reports, information requests, and clarifications.
    • Generate accurate and timely technical information to facilitate project design, implementation, and internal decision-making.
    • Monitor project implementation in accordance with GSIF’s internal procedures and donor requirements, through indicator tracking.
  2. Promote donor network expansion and ensure the preparation and submission of new project proposals based on Strategic Plans, the regional Theory of Change, and the annual fundraising plan.
    • Assess annual funding needs and coordinate a multi-year fundraising plan.
    • Track project calls and identify potential donors and new funding sources.
    • Prepare and update information and inputs for new project drafting and promotion.
    • Update the repository of country profiles and concept notes for donor networking.
    • Prepare and coordinate inputs to develop and update GSIF AP’s fundraising strategy.
    • Visit projects and conduct joint or individual meetings with partners and teams to analyze needs and develop new proposals.
    • Conceptualize multi-country projects.
  3. Promote the Implementation of the MEAL System
    • Develop evaluations of key projects in the region.
    • Provide feedback for the construction of new regional projects.
    • Build local partner capacity in MEAL application.
  4. Encourage Best Practices in PCM Among Local Partners and GSIF AP
    • Develop PCM training processes for local partners.
    • Promote actions for continuous improvement in project implementation at the local and regional levels.
  5. Participate in the Development, Implementation, and Monitoring of the Regional Theory of Change
    • Support the Regional Management in implementing regional ToC strategies.

Requirements:

  • Deep understanding of the humanitarian aid and international development sector; experience with religious organizations is an advantage.
  • Bachelor’s degree in Economics, Political and Social Sciences, or related fields; an advanced degree is preferred.
  • Academic training or specialized courses in Project Cycle Management or equivalent professional experience.
  • More than 5 years of experience, preferably with NGOs or similar organizations working in PCM, including financial planning and management.
  • Knowledge of the Theory of Change.
  • Language skills: excellent in English; knowledge of other Asian languages is a plus.
  • IT skills for managing office and remote teams (MS Office, video conferencing).
  • Proficiency in Word, Excel, and PowerPoint is mandatory.
  • Experience in capacity strengthening and grants writing.
