Sri Lanka Centre for Development Facilitation (SLCDF)

SLCDF is a non-profit, participatory development organization established in 2002, evolving from the Sri Lanka Canada Development Fund project. SLCDF has over 30 years of experience working with more than 3,500 CBOs/small groups and 330 voluntary organizations across 18 districts. The organization provides resources and support to disadvantaged and vulnerable communities with the help of local and international donors.

The Project

The CREAM (Create Responsible Enthusiastic Accountable Movement) for Protecting & Promoting Child Rights in a sustainable manner through implementation of the SHA (Self Help Approach) Concept in Uva Province (Badulla & Monaragala). The multifaceted Self-Help Approach is to integrate economic empowerment, nutrition education, and safety measures, played a pivotal role in enhancing child rights to address the underlying socio-economic and ecological challenges. The project lay the groundwork for sustainable change within the community and to strengthen partnerships with stakeholders.

Roles & Responsibilities

Planning, Execution and monitoring of project activities
  • Responsible for the implementation of the CREAM Project overall programme in Monaragala
  • Submit monthly action plans and monthly progress reports on time
  • Monitor, coordinate and support Assistant Project Officer and the Community facilitators in implementation of CREAM Project
  • Coordinate and organize project visits of donor representatives / other stakeholders
  • Coordinate and conduct monthly meetings with Community Facilitators.
  • Ensure participation of Children in every stage of the project cycle.
  • Facilitate Sponsorship Programme at District level
  • Ensure Financial transactions of the project are transparent and in accordance to the financial procedures of SLCDF
  • Ensure participation of all project staff in scheduled training programmes
  • Any other duties assigned
Reporting, documentation and communication
  • Submit/share relevant project reports, information and documents after having reviewed/checked
  • Compile information to develop case studies and document all the major changes taken at village, divisional and district levels.
  • Maintain all programme & financial documents/records.
  • Check monthly financial statements prepared by accounts person and submit to SLCDF along with the project progress report
  • Ensure SLCDF visibility in all our project activities, meetings, training and other activities.
Coordination with key stakeholders
  • Make sure technical support from government officers and other key stakeholders receive on time.
  • Attend District and Divisional level meetings with government officers.

Qualifications:

  • University degree with 3 years field experience
  • Higher diploma in social work and 5 years’ experience
  • G.C.E. Advanced Level with 10 years field experience
  • Should have experience in facilitating participatory community development processes.
  • Preference will be given to
    • Female candidates
    • Permanent residents in the program district.
    • Having knowledge and experience in SHA (Self Help Approach)
  • Knowledge & skills in Women Empowerment, Child Rights, Reporting & Documentation

Employment Type:

An annual fixed-term contract reviewed and renewed annually based on the employee's performance and the requirements of the project till the end of the program in June 2028.
