Finance Specialist

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Sri Lanka since 1956. GIZ is a development partner of the Government of Sri Lanka (GoSL) on topics ranging from private sector development and vocational training to renewable energy promotion, biodiversity conservation, reconciliation, and social cohesion.

The Role Specific Responsibilities:

  • Project/office Accounting - Maintain accounting and financial-related data in the GIZ accounting system and ensure the accuracy and completeness of accounting records for audit.
  • Invoice Checking - Verifying and ensuring correctness of voucher and accounting records, and checking the adequacy of supporting documents as per Company Policy.
  • Prepare documents for journal entries for book-keeping and indicate their cost classification.
  • Maintain proper filing of GIZ office as well as projects/programmes accounting vouchers and supporting documentation.
  • Provide necessary documents and reports for internal control and support the Head of Finance in performing internal control of the projects.
  • Monitoring of Unsettled Items.
  • Bank payments - Upload bank instructions to the Deutsche Bank online system.
  • Local contribution contracts - Checking interim settlements, following up on long outstanding settlements, and releasing interim disbursements based on the disbursement plan.
  • Guiding and onboarding local contribution partners, in collaboration with project colleagues, on financial aspects.
  • Conduct relevant training for S/4HANA end users.
  • Involved in the Tender opening process and coordinating with respective departments.
  • Settlement of domestic and international travel claims.
  • Perform quality checks on digital vouchers - scan and upload office vouchers into the WINPACCS Cloud after verifying all mandatory documents.
  • Liaison with the Head of the Unit and HQ for transferring accounting folders & documents to HQ Germany with all the mandatory requirements as per GIZ rules.
  • Complete procurement folders in DMS with all the payment-related documents as per GIZ’s requirement.
  • Withholding Tax WHT Settlement of all Projects/Programme.
  • Any other tasks requested by management.

Required Qualifications, Competencies and Experience:

  • Bachelor's Degree with specialisation in Accounting / Finance, Administration or related field and ACCA/CA Qualification would be beneficial.
  • Master's degree in Finance, Accounting, Business Administration, or a related field would be advantageous.
  • 5 years of in-depth experience in Accounting and Finance and having exposure in the Development Sector would be beneficial.
  • Proven knowledge of conducting analysis with financial and management software.
  • Experience in financial auditing of projects.
  • Excellent communication skills in English and one national language.
  • Good knowledge of IT and communication technologies (equivalent software as well as telephone, fax, email, internet) and computer applications (MS Office, especially Excel & SAP, OnSITE Reporting or equivalent systems).
  • Flexibility to travel when required.
