Health, Safety and Environment Advisor
Role Purpose and Summary
To ensure that Health, Safety, Environmental and Fire Safety (HSEF) risk issues at site are effectively managed and kept to a minimum and that all statutory regulations relating to HSEF issues are complied with and good practices are sustained.
The Health, Safety and Environment (HSE) Advisor liaises with all departments, but has primary site accountability for HSEF processes and communications to the Senior Site Leadership Team and the HSSE & Resilience Manager through to the Plant Manager, along with line and departmental managers and other individuals, to enable them to meet their associated HSEF accountabilities and identify any gaps.
Key Accountabilities
- Develop, maintain and monitor local safety practices and procedures to ensure good HSE management systems application to meet legislative and operational safety requirements based on the group frameworks.
- Ensure that site area and departmental risk assessments, task risk assessments, environmental impact assessments and fire risk assessments are supported by HSEF inspections, which are conducted by line management and followed up by appropriate corrective actions.
- To advise the site leadership team and departmental line management on current and anticipated developments on HSEF legislation and to set internal standards to comply.
- To assist in developing HSE standards and good practices, and support HSEF internal and external audit processes providing information for these along with other site and group reports as appropriate.
- To maintain the site's ‘localised’ HSEF Manuals (including the organisation and arrangements) and any other 45001/14001 documentation needed, and to maintain the site's fire safety plan with the local facilities or Engineering Manager.
- Ensure that all accidents, HSEF incidents, dangerous occurrences and environmental incidents are investigated thoroughly, and that prompt action is taken to avoid recurrence in the first instance.
- To assume statutory specialist roles as required, e.g. Laser Safety Officer or Radiation Protection Advisor, Senior Fire Safety Coordinator, etc.
- Track site progress and monitor the HSE Action Plan or TIP, communicate on this and any accident details, statistics and trends; produce period performance reports for group and provide occasional subject updates.
- To act as secretary and coordinator to the site HSE Consultative Committee.
- To ensure effective liaison with outside statutory bodies such as the local governmental occupational health and safety departments, environment protection agencies, fire safety authorities, insurers, local interest groups, etc.
Required Skill Set and Qualifications
- Formal qualifications in Health & Safety to NEBOSH Certificate level and environmental experience, ideally with fire safety management experience.
- HSE industrial experience.
- Proven ability to achieve results whilst managing a broad agenda and be self-disciplined and motivated to work with no supervision.
- Fire safety management experience.
- Understanding of good standards, safety culture/behavioural safety.
- Experience of environmental permits and licences.
- Experience in maintaining ISO14001 & ISO45001 certified management systems.
- Good written and verbal communications and analytical ability.
- Computer literacy (basic level/basic MS Office packages).
- Good organisational and influencing skills.
- Team player with good presentation, training and influencing skills.
