Job Description

1. Background

The Family Planning Association of Sri Lanka (FPA Sri Lanka), the pioneer in family planning and reproductive health services and education, is an accredited member of the International Planned Parenthood Federation (IPPF) in the United Kingdom.

2. Objective

To engage suitably qualified person to design, develop and deliver the SOP document that covers all major financial functions, ensuring consistency, compliance, and operational efficiency.

3. Scope of Work

  • The consultant will fully work with the head of finance to design and develop the document.
  • Review existing finance policies, manuals, and practices.
  • Conduct interviews and workshops with finance staff and key stakeholders.
  • Map out current financial workflows and identify gaps or inefficiencies.
  • Develop detailed SOPs covering, but not limited to:
    • Budgeting and forecasting
    • Procurement and payments
    • Cash and bank management
    • Payroll
    • Financial reporting (internal and external)
    • Donor fund management
    • Petty cash and advances
    • Fixed assets and inventory control
    • Audit and compliance procedures
  • Ensure SOPs are aligned with relevant accounting standards, statutory regulations, and internal policies.
  • Present draft SOPs for review and incorporate feedback.

4. Deliverables

  • Draft SOP document (for feedback)
  • Final SOP Manual
  • SOP Process Maps or Flowcharts (where applicable)

5. Duration & Timeline

Total duration: 10 weeks

Expected start date: 2nd week of July 2025

Key milestones with due dates to be agreed upon during the inception phase.

6. Reporting Line

The consultant will report to the Head of Finance.

7. Qualifications & Experience

  • Proven experience in developing finance SOPs or policies for NGOs, corporations, or government entities.
  • Strong knowledge of financial management systems and standards.
  • Ability to engage with diverse teams and translate processes into user-friendly SOPs.
  • Professional qualification in CA or ACCA or CIMA preferred.

8. Payment Terms

Fee structure, payment milestones, and deliverables tied to payment:

  • 40% upon submission of the 1st draft report.
  • 40% upon submission of the final draft SOP.
  • 20% upon submission of the Final Report.
