Job Description
1) Background
The Sustainability of HIV Services for Key Populations in South-East Asia (SKPA-2) is a multi-country program funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria. It aims to improve the sustainability of evidence-informed, prioritized HIV services for key populations in Bhutan, Mongolia, the Philippines, Malaysia, and Sri Lanka. The program is implemented by Health Equity Matters as the Principal Recipient, in collaboration with national and regional subrecipients, including the Family Planning Association of Sri Lanka (FPASL), and with technical support from UNAIDS and WHO.
The four objectives of the SKPA-2 program are:
- Accelerate financial sustainability
- Improve strategic information availability and use
- Promote programmatic sustainability
- Remove human rights and gender-related barriers to services
Under Objective 2, SKPA-2 supports the implementation of Community-Led Monitoring (CLM), a data collection and advocacy approach initiated and conducted by key population networks and community-based organizations. CLM is aimed to improve HIV service quality and to utilize data directly from service users and users to drive improvements.
In Sri Lanka, CLM has been collected since 2023 using Google Forms and stored across three Google Sheets. To reduce delays and support ongoing data use for advocacy and program improvement, SKPA-2 seeks a consultant to design and develop an interactive, multilingual (English, Sinhala, Tamil) dashboard using PowerBI. The dashboard should allow stakeholders, including key population community members, to access and interpret data for advocacy, decision-making, and feedback.
2) Objectives of the Consultancy
The main objectives of this consultancy are to:
- Design and implement an interactive and multilingual PowerBI dashboard that visualizes CLM data from multiple Google Sheets.
- Enable real-time or regularly updated insights and trends to be shared with community members and program stakeholders.
- Ensure dashboard functionality and content are aligned with the needs of community users, program staff, and national stakeholders.
- Build local capacity for using and maintaining the dashboard.
3) Scope of Work and Key Tasks
The consultant will be responsible for the following tasks:
- Initial Assessment and Consultation
- Review the current CLM data collection tools and structures, including all three Google Sheets.
- Engage with the CLM Technical Working Group (TWG), FPASL, Lanka Plus, SKPA-2 consultants, and key population representatives to identify user needs and data visualization requirements.
- Document stakeholder needs, including key indicators, required disaggregation (e.g., Population type, district, family name, age group, gender, etc.), and dashboard use.
- Dashboard Design and Development
- Design an interactive and visually engaging dashboard using PowerBI that integrates data from the existing Google Sheets via secure and cost-effective data pipelines.
- Include multiple language options: English, Sinhala, and Tamil. Users should be able to toggle the dashboard language as needed.
- Incorporate key data visualizations (e.g., bar charts, donut charts, maps) that are relevant to community feedback and HIV service quality.
- Ensure the dashboard allows filtering by key variables (e.g., location, key population group, service type, etc.).
- Provide a dashboard that enables real-time insights through patients' feedback given by three Google Forms (similar sheets as the existing ones).
- Review the dashboard with selected community members and stakeholders.
- Gather feedback on functionality, clarity, language, and accessibility.
- Revise the dashboard based on feedback to improve usability and accuracy.
- Training and Handover
- Develop user guide or training materials.
- Conduct at least one training session for FPASL, community representatives, and other stakeholders.
- Submit a final report summarizing activities, pilot results, lessons learned, and recommendations for ongoing dashboard maintenance.
4) Task Order Deliverables
The consultant is expected to deliver the following:
- Inception Report - Assessment of CLM data tools, stakeholder needs, and PowerBI dashboard requirements
- Draft Dashboard - First version of the PowerBI dashboard with integrated data and visualization features
- Pilot Test Summary Feedback - Feedback report from user testing with community and stakeholders
- Final Dashboard - Revised version based on feedback, with multilingual support and filters
- Training Materials + Delivery of Training
- User manual and training slide decks
- Live training session with stakeholders
- Final Consultation Report - Summary of work completed, key feedback, and recommendations for sustainability and use of the dashboard.
6) Required Qualifications and Experience
- Advanced degree in public health, data science, computer science, demography, or a related field.
- Proven experience developing dashboards in PowerBI, particularly for health or social sector projects.
- Knowledge of working with data from Google Sheets, and familiarity with API integration or other data linking methods.
- Experience creating multilingual dashboards and interfaces is highly desirable.
- Strong understanding of data visualization and user-centered design (UI/UX).
- Fluency in English and Sinhala required; proficiency in Tamil is an advantage.
- Experience working with key population communities and understanding of HIV programming, human rights, and gender-sensitive approaches is preferred.
- Strong facilitation and capacity-building skills, especially with non-technical or community audiences.
7) Budget and Payment Terms
The total budget for this consultancy is up to LKR 1,800,000 covering all costs associated with project design and development. Please propose daily rate and estimated number of days required to complete the assignment.
