Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 60 countries. HI Sri Lanka is a part of a Regional Programme where the HI's interventions include physical rehabilitation, inclusion, disaster risk reduction, inclusive economic recovery, road safety, and inclusive local development.

The programme invites applications from competent Sri Lankan nationals for the following position:

1. Supply Chain and Facility Officer – 1 Position

Overview:

Under the supervision of the Regional Logistics Manager (RLM) and matrix reporting to the Country Manager, the Supply Chain Officer (SCO) will support in implementing the country logistics policies and procedures for the management of the supply chain. This role also includes additional responsibilities of General Services.

Terms & Conditions

  • Fixed Term Contract: 01st December 2015.
  • Location: Country Office, Colombo, Sri Lanka.

Responsibilities:

Responsibility 1: Ensure the Programme’s Annual Supply Plan

  • At the end of each year prepare a supply plan for the coming year for the support of the programme in coordination with the HI Finance and Logistics departments.
  • Compilation of the required supply plan and update the plan of all projects with the Logistics Manager.
  • Ensure the supply plan is a quarterly basis in coordination with Support services and others.

Responsibility 2: Purchase of goods and intellectual services and transport management

  • Process purchases, consult and assess suppliers according to criteria such as value for money, delivery deadlines, standardization, after-sales services, matching up with the needs of the programme, and adhering to any overall purchasing terms.
  • Prepare the summary of analysis carried out according to the quotations received.
  • Systematically participate in the selection of the supplier for all purchases of goods or services.
  • Prepare supplier purchase orders (SPO) and contracts with the help of the Logistics Manager.
  • Maintain the Procurement and Logistics Manager of the evolution of the request and the potential problems.
  • Receive and check the supplier’s delivery slip or prepare the reception files.

Responsibility 3: Management of Stock, Warehouses and Archives

  • Set up the inventory procedure and make sure it complies with stock management principles.
  • Implement the storage techniques to be applied (FIFO, FEFO, etc.) after validation by the Logistics Manager.
  • Keep records of all documents linked to stock movements (delivery slips, reception and dispatch documents, etc.).
  • Update documents relating to stock management (item identification sheet, stock inventory, etc.).

Responsibility 4: Responsibility related to Facility Management

  • Physical oversight of each department’s documents as per the archiving procedure/publication.
  • Ensure all critical and maintained capabilities house and offices including electrical, plumbing, sanitary, and other technical problems.

Required Qualifications

  • Education: Bachelor in Business Administration / Business Studies / Commerce / Management / Logistics / Supply Chain Management or any other relevant discipline.
  • Experience: Minimum of 3 years of experience in logistics, facility management activities, or the support of humanitarian and development (INGO) renowned organizations.
  • Computer skills: Must be excellent in MS Word, Excel & Email communication, data analysis.
