VACANCY ANNOUNCEMENT
Qatar Charity (QC) is an International Non-Governmental Organization. It’s been in Consultative Status with the United Nations Economic and Social Council (ECOSOC) since 1997. Also, it was a member of the General Founding Conference of the Arab Network for NGOs. QC is considered one of the biggest charitable organizations in the Gulf and Arab world. Sri Lanka office has been carrying out many programs and projects in social, relief and development sectors since it was established in 2018.
QC Sri Lanka Office invites candidates to apply for the following position:
- Title: Projects Engineer (Project officer)
- Location: Based in (on site) Ampara, and Colombo Office.
- Contract duration: 12 Months – Contract Based
- Deadline for application: 14th July 2025.
Main tasks and responsibilities:
- To supervise the project activities directly which include but are not limited to (site supervision, quantity surveying, and quality control)
- Develop detailed project plans, including scope, deliverables, resource allocation, and timelines
- Work closely with project managers, engineers, and contractors to ensure all aspects of the project are aligned with PQP policies and procedure and progressing smoothly.
- Work on site to monitor construction progress and provide payment recommendation to the project manager
- Provide engineering expertise and technical guidance throughout the project lifecycle.
- Maintain thorough documentation of project activities, including plans, designs, reports, and updates.
- Identify potential risks and develop mitigation strategies to ensure project success.
- Ensure all project activities meet or exceed industry standards, regulations, and company quality guidelines.
- Regularly update project manager on project progress, challenges, and changes in scope.
- Address technical issues and project challenges, providing solutions to keep the project on track.
- Support project manager with other project activities during working days at the Colombo office
- To handle procurement activities relating to contracts and sub-contracts in accordance with QC procedures and procurement activities, in cooperation with Procurement Officer.
- Assist in developing forms and tools requested to improve the work process.
- To undertake team briefings and inception activities to ensure all aspects of work are understood by concerned parties.
- To ensure safety standards and procedures are implemented and followed in accordance with contract requirements and QC guidelines.
- To undertake Quality Control reporting interaction with other concerned parties to assure production schedules and deliveries are met.
- To act as a liaison with contractors and clients managing any work interfaces and enhancements to project scope.
- To carry out contract administration duties as directed, including the preparation and/or revision of bills of quantities (BOQs), cost estimates for quantities and materials, specifications, interim and final payment certificates, etc.
- Perform any ad hoc tasks as assigned by the direct supervisor or manager.
Essential Qualifications and Skills:
- Bachelor of Civil Engineering,
- Planning and analytical skills.
- Project management skills.
- Procurement knowledge.
- Team leadership, supervisory, and negotiation skills.
- Computer Skills, word, excel, access, MS-project, AutoCAD.
Essential Experiences:
- Five (5) years of professional experience as a project officer including minimum three (3) years Site Engineer (On site) in the civil construction field in a reputed company / Organization. Experience in INGO/NGO would be added advantage.
Essential skills and competencies:
- Excellent professional and technical writing and reporting skills.
- Solid organizational skills, including multitasking and time management.
- Ability to network and build relations with stakeholders and partners with proven experience of stakeholders’ management including communication and coordination with project key stakeholders, maintaining strategic relations with key actors at sector level, and promoting QC vision among target groups.
- Experience in procurement management, particularly dealing with suppliers and consultants (preparing BOQs, TORs, supervising implementation, etc.)
- Excellent knowledge in MS Office applications, emails, preparing presentations and communications tools.
- Teamwork and working under pressure.
- Good Communication skills.
- High-level command of the English language (Speaking, reading, and writing).
- Team leadership, supervisory, and negotiation Skills.
- Valid driving license.
- An understanding of and commitment to QC’s mission and values.
- Arabic knowledge is preferred.
- Candidates from the Eastern province are preferred.
