Request for Proposals (RFP): Humanitarian Capacity Assessment and Capacity Building Program
Background
ChildFund Sri Lanka is implementing a humanitarian capacity strengthening initiative aimed at enhancing the knowledge, skills, and operational readiness of Country Office (CO), Direct Implementation Unit (DI), and Local Partner (LP) staff to deliver timely, effective, and high-quality humanitarian responses. The initiative seeks to strengthen staff competencies in humanitarian principles and standards, program quality, monitoring and learning, risk management, accountability, and teamwork, thereby improving outcomes for children and vulnerable communities. The program will be implemented over a six-month period and cover ChildFund Sri Lanka Country Office and selected field locations.
Objective of the Assignment
ChildFund Sri Lanka invites proposals from qualified firms, institutions, training providers, or consortiums to design and implement a comprehensive humanitarian capacity-building program for staff and partners.
Scope of Work
- The selected firm will be expected to propose and implement an appropriate approach that includes, at a minimum: 1. Assessment of existing humanitarian capacity and learning needs among Country Office, DI, and Partner staff. 2. Development of a capacity-building strategy and training curriculum based on identified needs. 3. Design and delivery of practical and participatory training program covering key humanitarian competencies. 4. Delivery of training in English, Sinhala, and Tamil, as appropriate. 5. Development and administration of pre- and post-training assessments and other learning measurement tools. 6. Monitoring participant engagement and learning outcomes. 7. Conduct of post-training review and assessment of knowledge application. 8. Final evaluation and submission of recommendations for future capacity development.
Bidders are encouraged to propose innovative, practical, and context-appropriate methodologies that support sustainable learning and application.
Geographic Coverage
- The assignment will cover:
- Colombo, Monaragala, Puttalam, Trincomalee, Batticaloa and Nuwara Eliya
Expected Outputs
At a minimum, the successful bidder shall deliver:
- Inception report and workplan
- Capacity assessment report
- Capacity development plan and training curriculum
- Training materials and learning resources
- Delivery of training program (three, one in English Medium, one in Tamil medium and one in Sinhala medium)
- Learning assessment and monitoring report
- Final evaluation and assignment completion report
Eligibility Requirements
Interested firms should demonstrate:
- Experience in humanitarian programming, disaster management, organizational capacity development, adult learning, or related fields.
- Experience designing and facilitating training programs for NGOs, INGOs, government institutions, UN agencies, or similar organizations.
- Availability of qualified facilitators and resource persons.
- Ability to deliver training in English and local languages (Sinhala and Tamil).
- Proven experience conducting similar assignments.

Evaluation Criteria
Proposals will be evaluated based on:
- Understanding of Assignment — 10%

- Team Composition and Qualifications — 10%
- Financial Proposal — 30%
- Quality of capacity building assessment tool — 20%
Duration
The assignment is expected to be completed within three (03) months from contract signature.
