Communications Consultant – Social Dialogue for Peace and Crisis Prevention in Sri Lanka
Focus: Outcome 3 – Enhanced engagement of women, youth, and informal economy workers in policy-making
Hiring Entity: World Vision Lanka (Implementation Partner)
1. Purpose
World Vision Lanka, as the implementation partner for UNESCO under the Peacebuilding Fund project, seeks a Communications Consultant to strengthen inclusive dialogue and amplify the voices of women, youth, and marginalized workers in the informal economy. The consultant will document project activities, produce communication products, and promote gender-responsive dialogue through targeted campaigns.
The selected consultant will directly report to the National Project Officer at UNESCO, while matrix reporting to the donor communication Lead of World Vision Lanka. The consultant will be contracted and managed by World Vision Lanka.
2. Scope of Work
The consultant will:
- Develop a short communications plan tailored to the 3-month placement and Outcome 3 objectives.
- Cover key project events (trainings, workshops, dialogues) through photo and video documentation.
- Produce social media content (minimum 12 posts across platforms) highlighting project activities, challenges faced by marginalized groups, and inclusive dialogue outcomes – success stories.
- Create knowledge products (briefs, case studies, short videos) showcasing engagement of women, youth, and informal economy workers.
- Disaggregate and adapt knowledge products developed by UNESCO’s partners for wider dissemination and accessibility.
- Coordinate messaging with ILO, UNFPA, UNESCO, and national partners to ensure coherence and visibility.
- Work closely with World Vision Lanka to align communication outputs with project implementation needs.
3. Deliverables
- Short communications plan and timeline for 3 months.
- Photo and video documentation of four project events.
- At least 12 social media posts (mix of graphics, short videos, infographics).
- Four mini-campaigns (event promotion + follow-up content).
- Two knowledge products (case studies, briefs, or multimedia stories).
- Disaggregated and repackaged knowledge products from UNESCO’s partners.
- Final report summarizing communication activities and outreach impact.
4. Duration
Three months (full-time/part-time as agreed), with possibility of extension subject to project needs. Contracting and management will be handled by World Vision Lanka.
5. Qualifications
- A degree in communications, media, or related field is desirable.
- Minimum 3 years of experience in creative concept development and digital communications.
- Strong skills in photography, videography, and creative writing.
- Proven expertise in gender-sensitive and inclusive communication approaches.
- Experience in development, peacebuilding, or social dialogue will be an added advantage.
- Experience in disaggregating and adapting knowledge products for diverse audiences.
- Experience working with UN agencies, INGOs or international organizations is an asset.
- Knowledge on handling necessary communication equipment (The consultant is required to use the necessary communication tools and equipment by his/her own)
