COMMUNITY-LED MONITORING DIGITAL DATA COLLECTION

Background: The Sustainability of HIV Services for Key Populations in South-East Asia (SKPA)-2 program is funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) to improve the sustainability of evidence-informed, prioritized HIV services for key populations in Bhutan, Mongolia, Philippines, and Sri Lanka. There are four program objectives:

  • Accelerate financial sustainability
  • Improve strategic information availability and use
  • Promote programmatic sustainability
  • Remove human rights and gender-related barriers to services

Health Equity Matters¹ as the principal recipient is implementing the program in consortium with the following subrecipients: Save the Children in Bhutan, Youth for Health in Mongolia, Action for Health Initiatives (ACHIEVE) in the Philippines, and the Family Planning Association of Sri Lanka and regional partners APCOM (formerly the Asia Pacific Coalition on Male Sexual Health) and the Community of Women Living with HIV Asia Pacific (ICWAP). The World Health Organization (WHO) and the Joint United Nations Programme on HIV and AIDS (UNAIDS) provide the program with technical support. The period of performance for the grant is from 1 July 2022 to 30 June 2025.

Under objective 2, the SKPA-2 program is supporting Community-led Monitoring (CLM). CLM is a monitoring approach that is initiated and implemented by local community-based organizations, civil society groups, networks of key populations including people living with HIV (PLHIV) and other affected groups to gather data pertaining to HIV service quality. The data generated from this technique can help improve the quality and accessibility of service delivery and improve the health outcomes of service users. Family Planning Association of Sri Lanka, with technical support of the Health Equity Matters, has thus far implemented community-based monitoring in past years and, most recently, in 2023, implemented CLM using the SKPA-2 CLM toolkit for Key Populations in Sri Lanka. The SKPA-2 program is committed to creating efficiencies and promoting real-time availability and use of community-led monitoring data for HIV programs in Sri Lanka to utilize data for decision making improving health service delivery and meeting the expectations and needs of key population members most at risk. To achieve this, there is a need for a digital data collection tool and an interactive dashboard that can streamline data gathering, analysis, and reporting related to community-led initiatives and easy to use by communities themselves.

We are in the process of looking for a consultant to support the Family Planning Association of Sri Lanka the CLM Technical Working group and Key Population led organizations in developing a comprehensive solution including data collection forms to be completed online by key populations and people living with HIV utilizing HIV services and develop an easy-to-use digital dashboard so that data is quickly analyzed and can be used to inform decisions to improve HIV programming at health facility and national level.

Consultancy Purpose

The main objectives of this consultancy are:

  • To adapt an existing data collection form to be used digitally (using open-source software preferred) that can be linked to an electronic database for CLM data.
  • To create an interactive and visually appealing digital dashboard that allows key population community members and related stakeholders to analyze and interpret the collected data efficiently.
  • To collaborate with the CLM Technical Working Group (TWG) and other project consultants to create a comprehensive Community-Led Monitoring (CLM) platform catering to the community needs.
  • Identify and define CLM data requirements, including monitoring data needs, and translate these into digital formats suitable for client intake forms.
  • Develop and set up digital client intake forms to collect necessary information in line with CLM programme objectives.
  • Design and implement an efficient data flow process within the CLM platform, ensuring smooth data collection, storage, and analysis.
  • Ensure that the IT solutions deployed align with the programmatic needs of the CLM initiativeThis includes facilitating data analysis by community organizations and key stakeholders.

The consultant is expected to perform the following tasks:

Engage closely with the CLM TWG and other consultants involved in the project by conducting an initial assessment of the existing community-led monitoring processes in Sri Lanka and identify specific requirements for the digital data collection tool to understand requirements and align dashboard design with program objectives.

Assess and comprehend CLM data requirements, considering monitoring needs and the scope of information needed from clients.

  • Develop and implement client intake forms in digital formats, ensuring they capture essential information efficiently and effectively.
  • Create a streamlined data flow process within the platform, optimizing the collection, storage, and retrieval of CLM data and propose and implement an open-source solution for the online data collection tool, ensuring it meets the identified requirements and can be adapted and managed with local capacity
  • Design and develop a responsive and intuitive dashboard that visualizes the collected data in a meaningful way for different stakeholders.

Establish low-cost technical solutions for integrating CLM data into the dashboard on a regular basis.

Collaborate with a selected community member or representative to execute pilot tests for the newly developed dashboard. Involve the selected community member in the testing phase to gather real-time feedback and insights on the usability, functionality, and relevance of the dashboard. Assess and verify the accuracy of the dashboard's data collection, processing, and presentation mechanisms during the pilot tests. Solicit detailed feedback from the community member regarding their experience using the dashboard. Gather input on user-friendliness, data accuracy, and relevance to community needs. Based on the feedback received, collaborate with the development team to make iterative improvements to the dashboard's functionality, ensuring alignment with the community's requirements. Document the findings from the pilot tests, including feedback received, identified issues, and implemented enhancements for future reference and improvement.

Conduct training sessions for relevant stakeholders and necessary parties on the proper use of the online data collection tool and the dashboard.

Provide technical support during the initial implementation phase and address any issues that may arise.

Task Order Deliverables:

Duration - 03 (Three) months

The consultant is expected to deliver the following:

  • Initial assessment report outlining the requirements for the digital data collection tool. Draft online data collection form using open-source software.

Final online data collection form based on stakeholder feedback

Draft Development of Standard Operating Procedures (SOPs) and Data Management Protocol related to the collection, storage, and use of digital data from the CLM online data collection form.

Final SOPs and Data Management Protocol based on stakeholder feedback

Draft an Interactive dashboard using appropriate software (PowerBI or other desired

software) that allows for efficient data analysis and reporting.

Develop training materials

Conduct training sessions with identified stakeholders

Submit training and assignment completion report

Required Skills and Experience

Advanced degree in public health, statistics, computer science, data analytics, demography, or related field

  • Experience working on Monitoring & Evaluation using online data collection tools or
  • analytics.
  • Experience developing Standard Operating Procedures (SOPs) or Data Management
  • Protocols for data collection to ensure privacy, confidentiality, and data security is upheld.
  • Experience working with health data and background in data analytics and interpretation for meaningful insights and analysis.
  • Proven experience designing and developing business intelligence (BI) and digital dashboards using PowerBI or related software.
  • Familiarity with data visualization tools
  • Experience in UI/UX design to ensure user-friendly and intuitive dashboard interfaces.
  • ⋅ Experience in HIV and equity, human rights and gender issues and working with key

populations, LGBTI communities and people living with HIV as well as experience in the field

of strategic planning in HIV and/or public health is preferred.

  • Experience training and providing capacity development support to community members and community-based organisations

Experience in working with key populations, LGBTI and people living with HIV in Southeast and South Asia is highly desirable.

High-level reporting and communication skills, including excellent proficiency in English.
