CONSULTANT
ASSESSMENT OF LEGAL SERVICES PROVIDED BY WIN
Reports to: Project Manager
Location: 7 Districts (Colombo, Matara, Anuradhapura, Batticaloa, Jaffna, Badulla and Ratnapura) Type of Contract: Individual
Language required: English & Sinhala (Knowledge in Tamil will be an added advantage) Expected Duration: 3 months
Women In Need (WIN) is a prime non-governmental organization in Sri Lanka, working for nearly 3 decades together with stakeholders at both national and local level for the eradication of violence against women and girls in Sri Lanka. WIN offers free psycho-social counselling services, legal services, emergency shelter services and 24 hotline services for survivors of multiple forms of sexual and gender-based violence (SGBV) through its crisis centres located in the districts Anuradhapura, Batticaloa, Badulla, Colombo, Matara, Jaffna and Ratnapura.
WIN requires the consultant to review and assess WIN's legal services provided in its 7 branches to ensure optimum service delivery essential for the protection of women and girls subject to SGBV. The overall objective being to standardize and improve WIN's legal services ensuring effective provision of legal services to WIN's clients, contributing to the improvement of safe and timely access to quality legal services for survivors of SGBV.
The following skills and competencies are expected of the Consultant:
Duration: The total duration of the consultancy will be 3 months from the date of signing of the contract.
Geographical locations: Colombo, Matara, Anuradhapura, Batticaloa, Badulla, Jaffna, Ratnapura
Education
A master's degree or degree in law from a recognised University
Degree in gender and development/ women's studies and human rights/ social science/ public health or a combination of university degrees in related areas would be an added advantage.
Experience
A minimum of 5 years' of active practice in the courts of Sri Lanka, including working in the field of domestic violence and gender based violence
Familiarity with Sri Lanka's justice and health sectors, Gender and SGBV issues.
Language and other skills:
Excellent knowledge of written and oral communication in English. Excellent knowledge of oral communication in Sinhala and/or Tamil.
The successful consulting proposals will be selected through an evaluation of the technical proposal in line with the Technical Evaluation Criteria below. The basis for the award will be to select a responsible and reasonable bidder who provides the best value to WIN using the least price technically acceptable method. WIN will do a two-stage evaluation process, evaluating the technical and financial proposals, then negotiating final and best offers with the bidder who offered the least cost/price technically acceptable to WIN.
Awards will be made to the best value offers based on an evaluation of the technical proposal and financial proposal.
A minimum of 70% is needed for the proposal to move to the next stage of review.
2. Financial Proposal Evaluation
Technical Evaluation Criteria
1. Relevance of Experience and Qualifications (25 Marks)
Evaluation of the consultant's education qualification, particularly in law and gender- related studies.
Assessment of the consultant's experience as a practicing lawyer, including years of active practice in Sri Lankan courts, with a focus on domestic violence and gender-based violence.
Consideration of familiarity with Sri Lanka's justice and health sectors, as well as gender and SGBV issues.
2. Understanding of SGBV and Legal Services (20 Marks)
Demonstration of a comprehensive understanding of gender related and SGBV issues, both globally and within the local context of Sri Lanka.
Clear understanding of the purpose and objectives of WIN's legal services as outlined in the TOR.
Ability to articulate how legal services contribute to the protection of women and girls affected by SGBV.
3. Methodology and Approach (20 points):
Clarity and feasibility of the proposed methodology for assessing WIN's legal services. Description of the approach to engage with WIN's legal team and assess service provision across multiple districts.
Consideration of potential challenges and mitigation strategies in conducting the assessment.
4. Strategy to build WIN's capacity in legal provisions (20 points)
Insight on providing of recommendations to improve WIN's legal services, considering the identified gaps and challenges.
Outlook on standardising WIN's legal services.
5. Communication and Collaboration Skills (15 points)
Assessment of the consultant's communication skills, particularly in English, Sinhala, and/or Tamil as specified in the TOR.
Evidence of the consultant's ability to collaborate effectively with WIN's legal team and stakeholders.
Demonstration of responsiveness to feedback and willingness to engage with WIN's vision, mission, and strategic goals.
