Project Background

Palladium seeks an Information, Monitoring and Learning Manager for the USAID/Sri Lanka Private Sector Development (PSD) Activity, a 5-year, $12 million buy-in program under USAID's global CATALYZE Blended Finance Mechanism. PSD will strengthen MSME competitiveness in high-growth sectors that also have strong potential to effectively engage women as business owners and employees. Both directly and through business advisory service providers (BASPs), PSD will support MSMEs to access blended finance opportunities, generate demand, and more effectively engage women in their operations. The project will initially focus on five target sectors: tourism, information and communication technology, commercial care, apparel, and food processing. Given the overwhelming post impact of the COVID-19 pandemic on Sri Lankan local economy, PSD will also support economic relief to MSMEs to boost their long-term resilience and adaptation.

Key Responsibilities

  • Lead the implementation of PSD learning strategy by providing technical guidance in reviewing and setting up learning agendas for the PWS and AMELP and capacity building/training of staff to advance learning objectives.
  • Oversee PSD's MEL plan, including conducting baseline data collection, analysis, reporting, and dissemination of lessons learned to stakeholders.
  • Develop methodologies, tools and templates to assist in data collection for PSD staff, partners, and grantees.
  • Engage with partners and grantees to ensure timely and accurate data collection and reporting. Provide training, tools, and other support needed to support effective data collection and management.
  • Support development and management of systems to aggregate and visualize program data, including dashboards to facilitate data use including analysis for learning and adaptive program management.
  • Draft monthly and quarterly MEL reports for the client that capture key progress made across all PSD activities and update USAID MEL reporting systems, as necessary.
  • Coordinate and/or participate in internal meetings to develop and maintain a knowledge of team and program objectives and work progress and demonstrate this understanding in the execution and completion of MEL tasks.
  • Prepare and/or support the preparation of selected MEL related materials for dissemination to internal and external audiences
  • Supervising and managing subcontractor and consultants engaged for MEL work.
  • Extract lessons and learning from events such as workshops and forums, research and studies, and reviews of policy design and implementation at national level.
  • Contribute to learning through supporting specific analysis, lessons learned and reports;
  • Any other tasks as assigned.

Minimum Qualifications

  • Master's degree or higher in business administration, international development, economics, statistics, or a related field
  • Minimum five years (seven preferred) of professional experience in performance monitoring and/or evaluation role within an international development organization.
  • Experience designing and overseeing M&E data collection and reporting for economic growth/financing projects preferred.
  • USAID or other international donor experience required.
  • Demonstrated ability implement, operationalize, and manage information collection and

  • Demonstrated ability to create and manage information databases using appropriate software applications
  • Ability to work effectively in a team environment and collaboration
  • Excellent written, presentational and report writing skills in English.
