About the Project

Pathways to Peace: Building Inclusive Governance and Social Cohesion is a project funded by Global Affairs Canada (2024 - 2029) aimed at strengthening peace and reconciliation among and within religious, ethnic, and linguistic communities, particularly women and girls, facing systemic power imbalances driving conflict, fragility and insecurity in Sri Lanka. The project operates within Canada's Feminist International Assistance Policy and supports the Government of Sri Lanka's (GoSL) policies on inclusive governance and official languages as well as the country's first National Action Plan on Women, Peace and Security (WPS). The project consists of 3 intermediate outcomes as described below:

  • 1100 Improved delivery of gender-responsive, inclusive, equitable and accountable public services that respond to the differential needs of women and girls, men and boys, and non- binary persons from diverse communities including LGBTQI+ persons; religious, ethnic and linguistic minorities; and persons with disabilities;
  • 1200 Improved leadership and participation of women and women's rights organizations in addressing conflict, fragility, and insecurity aligned with the United Nations' WPS agenda; and
  • 1300 Increased empowerment of civil society, communities and individuals, particularly women and girls and LGBTQI+ persons, to demand inclusive, equitable and accountable public services.

Position Overview

Based in Colombo, the Monitoring, Evaluation and Learning (MEL) Project Officer will work under the direction of the Field Director and in close collaboration with the Canadian MEL Advisor, to develop and implement Pathway's MEL strategy, frameworks, manuals, and tools to ensure the project is meeting targets towards results.

They will design feedback loops, and present data for the donor, project staff, stakeholders, and the public. They will build capacity of selected civil society organizations (CSOs) and women rights organizations (WROS) to adopt MEL in the implementation of projects that will be funded by Pathways. The MEL Project Officer will apply approaches that measure gender equality and social inclusion and promote inclusive participation.

Functional Responsibilities:

  • Develop and maintain a working relationship with the Canadian Monitoring, Evaluation and Learning (MEL) Advisor;
  • Support development and implementation of Pathways' MEL system, including indicator definitions and computations and annual target setting for all indicators;
  • Oversee and contribute to the development, amendment, and implementation of MEL tools and systems, including periodic surveys needed for reporting;
  • Develop systems to ensure data quality and security;
  • Support the design and maintenance of the project's key documents, including the project's management framework, logic model, implementation plan, annual work plans, and project reports;
  • Lead and collaborate closely with project staff, specialists, and stakeholder in consistent and regular data collection and analysis using quantitative and qualitative methods as well as participatory approaches (i.e., key informant interview, focus group interviews, needs assessments) to monitor performance and results;
  • Coordinate annual MEL planning with the project team and mange work plans to achieve the project's milestones;
  • Provide advice and support the field team to strengthen results-based management approaches;
  • Design and deliver relevant monitoring and evaluation training to staff and stakeholders, including CSOs and WROS, for accurate data collection and reporting;
  • Support project managers in planning and delivering workshops and training to project partners and stakeholders;
  • Design feedback mechanisms and learning plans to communicate findings from all monitoring, assessment and survey activities to project leadership, stakeholders and partners;
  • Recommend program adjustments based on lessons learned to project leadership from time-to-time based on data analysis and progress on project results;
  • Anticipate and identify risks and issues and address them with senior management in a timely and effective manner;
  • Any other related responsibilities required to meet expected project results;

Knowledge and Skills Required

  • Undergraduate degree in a related field, including international development or relations; economics; statistics; public policy; research methods; evaluation or measurement; or another relevant field;
  • Minimum of 2 years of work experience using results-based management in international development projects;
  • Knowledge and experience of MEL tools, techniques and approaches;
  • Proven experience in rigorous quantitative and qualitative data collection, research, and analytical methods;
  • Demonstrated ability to interpret, analyse, and present information from datasets in visual formats for easy public consumption;
  • Knowledge and experience with designing, measuring and reporting on gender equality and social inclusion indicators;
  • Excellent written and oral communication skills in English with a demonstrated ability to review, synthesize information and produce high-quality reports;
  • Strong communication, workshop facilitation, presentation and interpersonal skills; Strong skills working in MS Word, Excel and Teams;
  • On-time, well-organized, flexible, and able to work under minimal supervision in a multi-task environment; and
  • Demonstrates fortitude amidst challenges and perseveres despite the challenges.
