About the Project

Pathways to Peace: Building Inclusive Governance and Social Cohesion is a project funded by Global Affairs Canada (2024 - 2029) aimed at strengthening peace and reconciliation among and within religious, ethnic, and linguistic communities, particularly women and girls, facing systemic power imbalances driving conflict, fragility and insecurity in Sri Lanka. The project operates within Canada's Feminist International Assistance Policy and supports the Government of Sri Lanka's (GoSL) policies on inclusive governance and official languages as well as the country's first National Action Plan on Women, Peace and Security (WPS).

The project consists of 3 intermediate outcomes as described below:

  • 1100 Improved delivery of gender-responsive, inclusive, equitable and accountable public services that respond to the differential needs of women and girls, men and boys, and non-binary persons from diverse communities including LGBTQI+ persons; religious, ethnic and linguistic minorities; and persons with disabilities;
  • 1200 Improved leadership and participation of women and women's rights organizations in addressing conflict, fragility, and insecurity aligned with the United Nations' WPS agenda; and
  • 1300 Increased empowerment of civil society, communities and individuals, particularly women and girls and LGBTQI persons, to demand inclusive, equitable and accountable public services.

Position Overview

Based in Colombo, the Field Director will work under the direction of the Canada- Based Project Director and be responsible for the daily management and operations of the project, including human resources and financial management.

The FD is also responsible for oversight of a locally administered fund to provide project grants to local civil society organizations (CSOs) and women's rights organizations (WROs). The FD ensures that the technical integrity of the project is maintained by managing for results and promoting good governance, gender equality and social inclusion, inclusive participation, and environmental sustainability.

Functional Responsibilities:

  • Develop and maintain a working relationship with the Canada-Based Project Director;
  • Provide overall direction and day-to-day management to achieve the project's expected outputs and the implementation of project activities on time and within the project's budget;
  • Anticipate and identify risks and issues and address them in a timely and effective manner;
  • Oversee the provision of all procurement of good and services of local technical experts for the project, and support management of contracts;
  • Oversee all field financial transactions to ensure effective and transparent financial practices, procedures and reporting;
  • Oversee management of the locally administered fund for CSOs and WROS managed by the CSO/WRO Fund manager;
  • Develop and maintain a network of experts in the field, develop terms of reference, manage performance and oversee technical inputs;
  • Manage project staff to carry out their responsibilities and provide capacity development expertise as required;
  • Assist the Canada-Based Project Director in timely completion of all project reports including project implementation plan, annual work plans and semi- annual and annual reports;
  • Be the main liaison with the Canadian High Commission (CHC) and communicate with the CHC on a regular basis as required for successful implementation of the project;
  • Oversee the operationalization of the project's monitoring and evaluation system;
  • Develop and manage an effective working relationship with key government entities involved in the project, as well as its line departments and other government partners, civil society representatives and stakeholders;
  • Convene project implementation meetings to review progress towards achieving results;
  • Organize and participate in annual work planning session and Project Steering Committee meetings; and
  • Any other related responsibilities required to implement the project.

Knowledge and Skills Required

  • Masters degree in a related field, including international development or relations; law; political science; gender studies; or sociology.
  • Minimum of 10 years of work experience in project management on international donor funded projects;
  • Minimum of 5 years of work experience working in gender equality and/or women, peace and security;
  • Strong knowledge and experience applying gender equality and social inclusion approaches;
  • Broad knowledge of current trends in public policy, government relations, reconciliation and social cohesion in Sri Lanka;
  • Strong analytical skills and understanding of good governance, social inclusion, equity and diversity;
  • Excellent speaking and writing skills in English;
  • Strong communication, presentation and interpersonal skills;
  • Comfortable working in MS Word, Excel and Teams;
  • Experience working with government ministries, provincial councils, local authorities, or institutions is an asset;
  • Experience in monitoring and evaluation and/or results-based management in international development projects is an asset;
  • On-time, well-organized, flexible, and able to work under minimal supervision in a multi-task environment;
  • Takes initiative to leading local activities, and able to inspire, motivate and manage a team; and
  • Demonstrates fortitude amidst challenges and perseveres despite the challenges.
