Terms of Reference for Short Term Consultancy

Conducting a 3-Day Training Module for Women Entrepreneurs

1. Background

The Ministry of Women, Child Affairs and Social Empowerment (MOWCASE) has been facilitating women's access to various government services in order to enhance their economic empowerment, political participation, and the elimination of gender-based violence through Women Development Officers (WDO).

For further facilitation of women's economic empowerment and increase the capacity of WDOs to mobilize women in the community, Japan International Cooperation Agency (JICA) started "The Project for Women's Economic Empowerment through Entrepreneurship, Leadership and Networking" in March 2023. The Project aims to institutionalize a model for women's economic empowerment through a series of pilot activities.

JICA made an agreement with Intem Consulting, Inc., Japan to implement "The Project for Women's Economic Empowerment through Entrepreneurship, Leadership and Networking (hereafter referred to as the "JICA Project")." Whereas, Intem Consulting, Inc. requires a competent consultant or a team of consultants to conduct the training module for women entrepreneurs to support their business development as part of this project.

2. Overview of the Training Module

The 3-day training module for women entrepreneurs is carried out as part of pilot activities under the JICA Project. Please refer to the detailed concept note through this link.

3. Scope of Work

To achieve the training objectives, Intem Consulting, Inc. (hereafter referred to as the "Project Team") expects a consultant or a team of consultants to work on the following:

  • Training Program Development
    • Collaborate with the Project Team to identify detailed topics and activities in each training session based on the concept note for the training module.
    • Design engaging and interactive sessions covering gender, motivation, business planning, financial management, marketing, costing, pricing, promotions, and leadership, etc based on the concept note for the training module.
  • Training Delivery
    • Facilitate the 3-day training module,
    • Use participatory methods, case studies, group discussions, and practical exercises,
    • Encourage peer learning and knowledge sharing.
  • Evaluation
    • Assess the performance of training participants, including their behavior, commitment, and business ideas.
    • Collect feedback from participants to continuously improve the training.
  • Materials and Resources
    • Prepare training materials (slides, handouts, etc.) in 3 languages: English, Sinhala, and Tamil in coordination with the Project Team,

4. Deliverables

Original training materials,

  • A report summarizing the training outcomes and recommendations for future training for women entrepreneurs.

5. Qualifications and Requirements

  • Proven experience in designing and delivering women entrepreneurship training programs including business-related license training,
  • Familiarity with gender-responsive approaches and women's economic empowerment,
  • Excellent facilitation and communications skills in local languages,
  • Ability to work collaboratively with international organizations/ donors,

6. Timeline

  • The training module is scheduled for May 2024,
  • The training module will not be scheduled for 3 consecutive days. Instead, these 3 days will be spaced enough to allow women entrepreneurs to participate easily.

  • A detailed proposal outlining the approach and method (maximum 5 pages),
  • Relevant experience (list of projects/work, employers, contents, etc.) Financial proposal.
