Junior Administrative & Finance Assistant

Mission:

  • The position is part of the Colombo-based Implementation Team, which is responsible for:
  • Defining and implementing the intervention strategy
  • Overall project coordination and monitoring
  • Stakeholder's information and consultation
  • The administrative and financial management of the project

The Junior Administrative & Finance Assistant will be part of the team based in Colombo. He/she will assist the Administration and Finance Manager (AFM) in managing the financial, procurement, logistics, and all other administrative processes of the project.

Indicative Tasks to be carried out are:

Finance:

  • Assist in management of finances of the Project Office and Staff
  • Support the AFM in managing the budget of the full project
  • Preparing budgets for the various activities of the project in liaison with the AFM and technical experts
  • Assist in preparing financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements as required
  • Support the organizational cash flow and forecasting as required
  • Maintain a robust contracts management and financial management/reporting system with a main focus on service providers to the project
  • Effectively communicate and present critical financial matters to the AFM
  • Managing petty cash and bank account related tasks (reporting, payments...)
  • And any other related activities

Administration:

  • Assist in the procurement process by liaising with vendors, obtaining price quotations and ensuring compliance with procurement policies
  • Follow up with the purchase orders and delivery notes
  • Support to maintain a detailed record of procurement activities including contracts, invoices, and receipts
  • Support the team in logistical arrangements for project events and activities
  • Travel arrangements-ticket booking, mission orders for external staff
  • Coordinate with local travel arrangements as needed on activities
  • Coordinate and assist in the annual audit process, liaise with internal/external auditors
  • Assist in the administrative functions as well as facilities to ensure efficient and consistent operations of the office
  • Together with the AFM, ensure registration requirements are kept current at all times and file statutory returns and renewals
  • Timely procurement of office material as well as any materials required for events or projects handed directly by the Project Office
  • Oversee and maintain office inventory management
  • And any other related activities

Project Description:

Expertise France (EF) is France's public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

The EU Green Recovery Facility (the Facility) is a four-year intervention funded by the European Union (EU) and implemented by Expertise France. It seeks to use the current economic crisis as an opportunity to support Sri Lanka towards a more sustainable growth trajectory. The ultimate goal entails achieving a green (and blue) economy that is circular, carbon neutral, and socially inclusive; which, not only, would be more respectful of biodiversity resources and socio-economic/demographic context, but would also provide much needed macroeconomic stability.

In this context, the facility harnesses policy experiences and knowledge from the EU (e.g. the European Green Deal), along with national and regional ones, to contribute to the green recovery (medium term) and transition (long term) of the Sri-Lankan economy and society.

The Facility specifically supports the mainstreaming of green economy (GE) challenges and objectives in the Sri Lankan policy landscape, as well as the facilitation of bringing GE policy to action by contributing to the following specific objectives:

  • SO1: Support the development and implementation of inclusive national green, blue, and sustainable public policies, with participation of women and men in all their diversity
  • SO2: Improve the business and investment climate in view of promoting an inclusive circular economy (both green and blue)
  • SO3: Increase accessibility and availability to green and sustainable finance

The primary direct beneficiaries of the Facility are public institutions. Other direct beneficiaries include the private sector, financial institutions, and civil society.

The EU Green Recovery Facility, which started in Q2 2023, is the first bilateral project to be implemented by Expertise France in Sri Lanka.

Position Requirements:

Education:

  • A certificate in accounting, finance, management, administration, or any other equivalent qualification
  • A degree in a similar field will be a strong asset

Proven Experience:

  • Minimum 2 years of overall professional experience in a reputable organization in a similar capacity
  • Experience in taking responsibility for the quality and content of financial data, reporting, and audit coordination will be a strong asset
  • Experience in procurement will be a strong asset
  • Experience having worked with Development Partners, multinational companies, and/or INGOs will be an asset

Qualification and Skills:

  • Knowledge of the mechanisms and procedures of Expertise France, the European Union and/or other international organizations would be an asset
  • English (level B2 minimum of the Common European Framework of Reference for Languages or equivalent) skills is a requirement
  • French (level B1 minimum) is an asset
  • Good Sinhala or Tamil language skills are expected
  • Tech-savvy will be an asset
  • Excellent command of the Office package, in particular Excel and other office software
  • Good communication skills
  • Personal qualities of patience, reliability, and dedication to the mission of the organization/project
  • Strong sense of judgment and good time management
  • Initiative and self-motivation
  • High personal integrity and professionalism
