Baseline Survey of Shelters for victim/survivors of Sexual and Gender-based Violence in Sri Lanka

Introduction:

Background:

  • Sexual and Gender based violence (SGBV) is a human rights violation and public health issue associated with immediate and long-term effects on the victim - survivor, her family and society at large.
  • SGBV, especially forced, early and child marriages and domestic violence curtail the rights of women and girls, often infringing on the right to a life of dignity, health and, in some cases, right to life.
  • Other consequences of SGBV include homicide and suicide, risks of unplanned pregnancy, risk of acquiring sexually transmitted infections.

WIN, through the provision of its holistic support for victim-survivors of SGBV has succeeded in ensuring the safety and wellbeing of women subject to SGBV and also provided holistic support to children affected by such violence through the provision of psychosocial support, emergency shelter and legal services.

Rationale:

  • The purpose of SGBV shelters is to offer protection to SGBV survivors who have been subjected to SGBV, to provide them with a safe space to recover and heal from the incident, and also to provide protection for women and girls who are facing imminent threat or danger to life by perpetrators.
  • While WIN runs 4 emergency temporary shelters in the districts of Colombo, Matara, Batticaloa and Anuradhapura, there are a number of similar and varied types of women's government and non-governmental shelters located in the country.
  • The rationale of conducting the baseline study is to:
  1. Identify and map existing SGBV shelters in Sri Lanka
  2. Identify and understand the varied models used for the running of these shelters
  3. Provide recommendations for the streamlining of shelters as per the National Shelter Guidelines

Scope of work:

  • Objective:

The objective of the consultancy is to conduct a baseline survey based on the National Shelter Guidelines of the level and quality of service delivery of shelters for women victim-survivors of SGBV including the provision of psycho-social services, empowerment, referral mechanisms and the safety and well-being of victim-survivors during their stay. The consultant shall work with the Ministry of Women, Child Affairs and Social Empowerment and relevant officials at national and sub-national level in undertaking this survey.

The survey will have to look into:

  • Categorization of shelters;
  • Short term shelters (length of stay is 1 week to 1 month, extendable)
  • Transitional shelters (length of stay is 1 to 3 months, extendable)
  • Long term shelters (length of stay is 6 to 18 months, extendable)
  • Operation of the shelter
  • How these shelters are managed, monitored, and supervised.
  • Mechanisms implemented to ensure the safety of victim/survivors. i.e. anonymity of location, mechanisms to avoid backlash etc.
  • Building structure and layout
  • Entry into the shelter (authorized personnel)
  • Admission process
  • Assess the quality and identify gaps in infrastructure, facilities and services offered at each shelter.

  • Physical and psychosocial facilities
  • Befriending services
  • Counselling services
  • Medical assistance
  • Legal assistance
  • Therapeutic work
  • Roles and responsibilities of actors (i.e., government, non-government) at different levels, coordination mechanisms, data, and information management
  • Identify existing gaps based on the standards stipulated in the Guidelines and provide recommendations for better service delivery.

Expected Deliverables:

  • Provide an Inception Report prior to the conducting of the baseline survey detailing the methodology and approach that will be followed.
  • Provide a comprehensive report on shelters for women victim-survivors of violence located across the island.
  • Conduct individual and focus group consultations with key organizations and government stakeholders working with SGBV Survivors on WIN's shelter service provision, if necessary. Identify existing gaps and submit recommendations for improvement of service provided.

Duration and working schedule:

The total duration of the consultancy will be 5 months from the date of signing the contract. The final deliverables will be submitted to WIN on the last day of the consultancy.

Monitoring and progress:

WIN will monitor Consultant's work based on TOR and agreed deliverables.

Qualifications and Experience:

Academic Qualifications:

  • A degree in gender and development/ women's studies and human rights/ social science/ public health or a combination of university degrees in related areas.

Years of Experience:

  • A minimum of 5 years' experience in gender related work / research including undertaking gender and SGBV guidelines or protocols. Familiarity with Sri Lanka's health and justice sectors, Gender and SGBV issues.
  • Has experience working with a wide set of stakeholders on issues of sexual and gender-based violence against women and girls

Language and other skills:

  • Excellent knowledge of written and oral communication in English.
  • Excellent knowledge of oral communication in Sinhala and/or Tamil.
  • Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and other relevant software based on the assignment.
