Executive Director

I. Project:

Sri Lanka Centre for Development Facilitation (SLCDF) is a non-profit and voluntary participatory development organization evolved in 2002 as the offspring of Sri Lanka Canada Development Fund project. SLCDF built a vibrant network of grassroot to national level organizations and presently working with over 3,500 CBOS, 330 voluntary organizations covering 18 districts to support the most disadvantaged and vulnerable communities.

SLCDF, a swiftly growing National non-governmental organization (NGO), implementing bilateral programmes, and its own programmes, with operations throughout the country for more than three decades that provides support for marginalized communities particularly through networks of Civil Society Organizations, is looking for a suitable candidate for the position of Executive Director. The roles are full- time and will be stationed at the head office in Raththanapitiya, Boralesgamuwa. Successful candidate will operate under the supervision of Board of Management of SLCDF.

II. Qualifications, Duties and Responsibilities:

  • A Graduate in Social Sciences / Development Studies or Public or Business Administration or any other relevant degree of a recognized University with at least 15 years' managerial level experience in Community / Social Development / NGO work.
  • OR Post-Graduate Degree in one of the above disciplines with 10 years' of managerial level experience.
  • Excellent knowledge of English and either Sinhala or Tamil language. Ability to prepare reports and documents of a high standard in English and either Sinhala / Tamil. Proficiency in all three national languages is an added qualification.
  • The applicant should have a first-hand knowledge of the institutional, legal and organizational aspects of NGOs in the Sri Lankan context.
  • Ability to provide leadership in organizing and managing the administrative set up for the purpose of achieving the goals and objectives, policies and programs of SLCDF, as determined from time to time.
  • Knowledge and experience in promoting and managing participatory development projects and ability to promote partnerships / linkages among NGOs/CBOs and enhance their capacity.
  • Ability to handle all matters pertaining to administration and program implementation.
  • Ability to identify training needs to develop staff skills in order to achieve program objectives and provide training where feasible.
  • Ability to guide and supervise preparation of program documents, progress reports, monitoring reports, and project proposals for funding.
  • Thorough knowledge of program planning, implementation, monitoring and evaluation. Knowledge in Finance Management, budgeting and forecasting will be an added qualification.
  • Ability to liaise with governmental, non-governmental and funding agencies both national and international.
  • Excellent interpersonal and communication skills, with the ability to work effectively, with a wide range of stakeholders and institutions.
  • Ability to work long hours under pressure.
  • Good skills in information communication technology, particularly Word processing, Excel and database packages. Be imbued with good health, have a pleasant personality and be of good character.
  • Possession of a valid driving license for any type of motor vehicle / cycle will be an added qualification.
  • Ability to work with in team spirit with staff, partner networks, donors, NGO's, government and local authorities.
