Description

  • Pact seeks Program Officer for the USAID CSM-STAND Sri Lanka Bolstering Civil Society (BCS) Activity based in Batticaloa and working under the supervision of the Senior Program Manager based in a BCS project office.
  • The project's overall goal is to assist Sri Lanka in maintaining a vibrant civil society that empowers citizens to advance the democratic values of citizen participation.
  • Activities will link CSOs across communities, districts, and regions to have a voice in local governance and national reform processes.
  • The positions will serve as primary points of contact for regional and district level CSOs to provide and/or strategically link to technical assistance and conduct frequent and routine subaward monitoring.
  • This is to be a five-year program that commenced in September 2022.

Key Responsibilities

  • Support facilitating program management, including administration and management of grants, technical assistance to local partners, implementation of program activities, managing and monitoring of program budgets, and reporting.
  • Ensure monitoring of project progress and subaward management and work with the Senior Program Manager to take corrective action as necessary.

Specific Duties

  • Lead communication with sub-awardees and maintain a portfolio of sub-awardees according to the identified regions/districts.
  • Serve as primary points of contact of regional and district level CSOs to provide and/or strategically link CSOs to technical assistance and conduct frequent and routine subaward monitoring.
  • Support Senior Program Manager in daily tasks related to project management.
  • Ensure program meets the highest standards of civil society programming, including inclusive and participatory design, implementation and evaluation, security, and no-harm principles, fostering capacity building and facilitating engagement of key players.
  • Support coordination and communication of program results.
  • Strengthen networking between project partners and stakeholders.
  • Assist and coordinate capacity development for project partners.
  • Provide assistance in programming plans.
  • Ensure timely and high-quality delivery of reports.
  • All other duties as assigned.

Basic Requirements

  • Bachelor's degree in any of the following or related fields: social science, international development, political science, or related field.
  • 3-5 years supporting international donor-funded programs in the development sector.
  • Fluency in local language(s) and functional proficiency in English.
  • Ability to perform and prioritize multiple tasks.
  • High degree of professionalism and ability to deal sensitively with confidential material.
  • Strong interpersonal communication skills.
  • This position is for Sri Lankan nationals only.

Preferred qualifications

  • Experience supporting USAID funded programming.
