Position: Program Officer

Location: Head Office, Rajagiriya

Position Overview

As part of our commitment to the 2024-2026 strategic plan, SAPSRI seeks a Program Officer to oversee the Small and Medium Enterprises Development Program (SMED) and donor funded projects. Based at our Colombo headquarters, this role involves managing our current credit portfolio, engaging with stakeholders, and integrating industry best practices into our programming, including the handling of donor funded projects.

Key Responsibilities

  • Credit Portfolio Management: Provide technical expertise for the existing credit portfolio and assess new credit requests. Recommend expansion or phase-out strategies based on local development priorities and poverty indicators.
  • Program Planning and Implementation: Analyze the strengths, weaknesses, opportunities, and threats of the SMED program. Develop innovative program strategies aligned with SAPSRI's goals and collaborate with the team to execute these plans effectively.
  • Donor-funded projects: Proposal development, management, implementation, and monitoring of projects.
  • Supervise the Field staff: Monitor and supervise the field staff.
  • Partnership Development: Cultivate relationships with central and local government agencies, international and local NGOs, and grassroots organizations to enhance program outcomes through shared resources and expertise.
  • Team Leadership and Development: Foster a culture of integrity, teamwork, and collaboration within the program team, promoting professional growth and cross-departmental cooperation.

Qualifications/Experiences

Bachelor's degree in a development or business field; Master's degree preferred Minimum of 5 years of experience in program management, preferably in the development sector

Strong understanding of Small and Medium Enterprise (SME) development principles

Experience in results-based management, monitoring, and evaluation.

Experience in social mobilization, the small group process, and the building of Community-Based Organizations (CBOs)

Ability to develop proposals for donor projects.

Excellent communication and interpersonal skills

Demonstrated ability to build and maintain partnerships with diverse stakeholders

General Conditions

  • Should be a citizen of Sri Lanka
  • Candidates living close to the location will be given priority.
  • Salary Negotiable.
  • Terms of Contract: All appointments will be on a contract basis for one year. The contract extension will depend on the duration of the project and satisfactory performance.
  • Preferably, age below 45 years.
  • Able to work independently with minimum supervision.
  • Must be able to work in a digital environment and write reports in English.
  • Willing to work long hours and meet deadlines at short notice.
