Consultant (Public Health / GBV Expert)

Introduction and Background

The Community Strength Development Foundation (CSDF), in partnership with IPPF Sri Lanka, is implementing the research project “Survey, Observation, and Feedback among Frontline Workers in Gender-Based Violence (GBV)”. This project aims to address the multifaceted challenges pervasive social stigma, discriminatory treatment by institutions and communities, and a high risk of gender-based violence that frontline workers face.

The Consultant

CSDF is seeking a qualified Public Health / Gender-Based Violence (GBV) Expert as a short-term Consultant to provide technical guidance for the successful execution of the above-mentioned research. The consultant will help identify and address key issues related to GBV and ensure that the research is conducted ethically and effectively.

  • Technical Input to Study Design: Provide expert guidance in refining the research methodology and appropriateness of the design, ensuring that it is culturally sensitive and inclusive.
  • Referral Mechanisms: Establish and recommend a referral mechanism for participants who may require support, ensuring knowledge of local GBV response services.
  • Training and Capacity Building: Lead the development of training on GBV and ethical research practices for the project’s data collection team.
  • Data Collection Oversight: Oversee all data collection activities, ensuring ethical standards are maintained.
  • Ongoing Technical Advisory: Serve as an on-call expert during the data collection phase, providing advice and troubleshooting for technical questions.
  • Data Analysis and Reporting: Assist in the analysis phase and contribute to the final report.
  • Dissemination and Advocacy: Support the dissemination of results to stakeholders and community leaders.

Person Specifications

  • Educational Background: An advanced degree in a relevant field, such as Public Health, Community Medicine, Gynecology, or Social Work.
  • Professional Experience: A minimum of 5 years of experience in public health or development sector, with substantial work based on gender-related issues.
  • Exposure to the National Health Systems: Experience and insight into Gender-Based Violence, gender mainstreaming, and the overall national health system.
  • Technical Expertise: Deep understanding of GBV dynamics and intervention strategies, including familiarity with national policies and services related to GBV.
  • Training & Facilitation Skills: Demonstrated ability to train and mentor others, especially in contexts involving diverse stakeholders.
  • Analytical Skills: Strong analytical skills to interpret research data.

Deliverables

  • Inception Report and Work Plan: A detailed plan at the start of the assignment.
  • Ethical Approval Document: Obtain necessary ethical approvals.
  • Final Report and Research Dissemination: The final research report, presented to stakeholders.

Effort Estimation

25 working days (spread intermittently across the project duration).

Time Frame

The engagement is expected to run from June 2025 to January 2026, during which the exact working days will be agreed at key milestones.

Remuneration

The payment will be made in installments tied to deliverables, as follows:

  • First installment (25%): Upon signing the contract.
  • Second installment (35%): Upon completion of the research protocol review.
  • Third installment (40%): Upon submission of the final report.

All payments will include withholding tax in accordance with the regulations of CSDF and IPPF. The consultant is responsible for any personal tax obligations.
