Tourism for Heritage, Resilience, Inclusion and Value-driven Employment (THRIVE) Project

The Government of Sri Lanka has received a grant amounting to US $1.1 Million from the World Bank for a project focusing on strengthening and restructuring of tourism institutions under the Ministry of Foreign Affairs, Foreign Employment and Tourism and intends to utilize part of the grant for required consulting services.

The Ministry of Foreign Affairs, Foreign Employment & Tourism is implementing the THRIVE Project, a multi-component national tourism reform program. The project encompasses actionable tourism strategy development, national HR skills and gap assessments, legal and institutional reviews, and tourism sector digitalization. The Project Management Unit (PMU) seeks a dedicated Monitoring and Evaluation (M&E) Officers to provide operational monitoring support and ensure the timely delivery of consultancy outputs island wide.

The Ministry invites qualified individuals to submit EOIs for the following assignment:

  • Monitoring and Evaluation (M&E) Officers (05 numbers)

Scope of Work

The M&E Officer will be responsible for the systematic tracking of consultancy activities adhering to results-based management principles. Key tasks include:

  • Performance Monitoring: Maintaining daily activity logs and updating deliverable trackers using Gantt charts and RAG (Red-Amber-Green) status indicators.
  • Technical Support: Tracking specific milestones for core project components such as the National HR Skills assessment and tourism digitalization.
  • Data Management: Systematically tracking review cycles and approval statuses while maintaining digital and physical filing systems.
  • Stakeholder Coordination: Organizing workshops, recording meeting minutes, and facilitating feedback between consultants and the PMU.

Qualifications and Experience

  • Education: A Bachelor’s Degree in Management, Tourism and Hospitality Management, Business Administration and Economics.
  • Professional Experience: A minimum of 3–5 years of experience in project monitoring, evaluation, coordination.
  • Sector Experience: Prior experience with government or donor-funded projects (e.g. World Bank) is highly preferred.
  • Technical Skills: Proficiency in data gathering/analysis and the ability to produce evidence-driven dashboards and results-based reports.

Duration and Location

The assignment is a full-time engagement for a period of seven (7) months, scheduled from August 2026 to February 2027. The duty station is island wide and reporting to the PMU at the Ministry in Colombo.
