Technical Consultant – Disability-Inclusive Sexual and Reproductive Health (SRH)

The Family Planning Association of Sri Lanka (FPA Sri Lanka), the pioneer in family planning and reproductive health services and education is an accredited member of the International Planned Parenthood Federation (IPPF) in the United Kingdom.

The Family Planning Association of Sri Lanka is implementing a multi-component project aimed at improving access to inclusive, rights-based Sexual and Reproductive Health and Rights (SRHR) for persons with disabilities. The project includes capacity building, service delivery improvements, community engagement, and research and advocacy.

FPA is implementing a project to enhance access to inclusive and disability-friendly SRH services, fostering awareness and rights for persons with disabilities; particularly women and youth.

Background

The Family Planning Association of Sri Lanka is a leading national NGO providing sexual and reproductive health and family planning services in Sri Lanka. FPA Sri Lanka is implementing a multi-component project aimed at improving access to inclusive, rights-based Sexual and Reproductive Health and Rights (SRHR) for persons with disabilities. The project includes capacity building, service delivery improvements, community engagement, and research and advocacy.

Purpose of the Consultancy

We are seeking an expert Technical Consultant to provide strategic and technical guidance on disability inclusion, with a particular focus on the lived realities, health needs, rights, and specific SRH and gender-based violence (GBV) considerations of persons with disabilities, ensuring all program activities, service delivery approaches, training programs, accessibility measures and materials are safe, rights-based, accessible, and responsive to their diverse needs.

The consultant will work closely with FPASL teams, partners, and stakeholders across multiple districts.

Duration

Part-Time / Remote consultancy

The consultancy will be for the duration of the project, subject to satisfactory performance and availability of funding. The consultant will provide technical support on a part-time basis, primarily remotely, with participation in meetings, field visits, and other engagements as required.

Scope of Work & Key Responsibilities

The consultant will provide continuous technical oversight, advice, review, and design support across core project activities, including but not limited to:

  • Guide the design and review of training programs, specialised sessions and workshops on disability-inclusive SGBV and SRH rights for diverse stakeholders.
  • Provide technical input to the development and review of training modules, guides, and materials on disability-inclusive SRH education.
  • Provide technical input to programmatic reporting and review partner reports to ensure quality, accuracy, and alignment with project objectives.
  • Provide technical oversight regarding accessible facility upgrades, universal design specifications, and the procurement of essential medical and accessibility equipment required to ensure FPA service delivery points are fully inclusive.
  • Advise on accessible GBV protection mechanisms, safety protocols, and protection packages and communication materials for persons with disabilities.
  • Actively participate as a technical expert in project Steering Committee meetings.
  • Provide technical advice and support to the project team as required, including on emerging technical issues and implementation adjustments.
  • Represent FPASL as a technical focal point in relevant stakeholder meetings, consultations, forums, workshops, donor monitoring and review meetings, field visits, and other project-related engagements.
  • Support monitoring, evaluation, and learning processes to ensure inclusion outcomes are achieved.
  • Support monitoring, evaluation, learning, and reporting processes to ensure disability inclusion outcomes are effectively monitored and achieved.
  • Contribute to knowledge sharing, reflection, documentation of lessons learned, and continuous improvement throughout project implementation.

Given the dynamic nature of the project, this ToR is non-exhaustive; the consultant is obligated to undertake and support any other relevant technical tasks, document reviews, or implementation adjustments assigned by project management.

Required Profile & Qualifications

  • Advanced degree (master’s or equivalent) in Public Health, Gender Studies, Human Rights, Disability Studies, or a related field.
  • Minimum 5–7 years of professional experience at the intersection of Disability Inclusion and SRH, with a demonstrated focus on women and youth with disabilities.
  • Proven experience in disability-inclusive programme design, training development, accessible service delivery, and/or accessibility and infrastructure improvements.
  • Deep working knowledge of the UNCRPD (specifically health, universal design, and informed consent).
  • High flexibility and strong problem-solving skills for remote advisory.
  • Experience working with Donor organizations, civil society, government stakeholders, and community-based programs.
  • Excellent analytical, communication, and report-writing skills.
  • Willingness and ability to travel to project districts and field locations as required.
