Project Description

The program Strengthening Social Cohesion and Peace in Sri Lanka (SCOPE) started operations on 1 March 2022 and is financed by the German Federal Foreign Office and the European Union.

SCOPE's Overall Objective is to contribute to an inclusive, peaceful and prosperous society in Sri Lanka. SCOPE's Specific Objective is to advance social cohesion in Sri Lanka. The program operates nationwide and cooperates with diverse stakeholders from government, civil society, and the private sector to achieve three results (Outputs):

1. Strengthened resilience and capacities of communities and institutions to prevent and counter violence (including GBV) and exclusion

2. A strengthened pluralistic, inclusive, and fact-based public discourse

3. Increased incentives and opportunities for interethnic cooperation and equal access to resources

The Role

The Advisor, Institutional & Community Resilience will provide overall support to the Institutional & Community Resilience team, with research, knowledge management, communication and M&E, documentation and coordination as well as other project units. Core tasks will include but are not limited to: Assisting the Institutional & Community Resilience team to provide ongoing support to government, civil society and grassroots partners throughout the development and implementation of their projects. Coordinating with other units including the Communications and Monitoring and Evaluation teams of SCOPE and functioning as the focal point for Component 1 (Institutional and Community Resilience) in the areas assigned. Supporting monitoring and evaluation of projects implemented by partners, including participation in field visits outside Colombo to gather information from partners and project participants where appropriate and develop communication material as required. Supporting the implementation and presentation of a practice-oriented monitoring system, including the development and implementation of effective monitoring tools and practices including reviewing partners' existing approaches and information management systems and agree on any required changes, support and resources. Researching, collating and synthesizing on a regular basis, information on initiatives, to contribute to the program's overall monitoring and reporting to the EU, German Foreign Office, SCOPE Steering Committee, and other GIZ stakeholders. Interviewing partner organizations and participants of program events / activities for human interest stories, case studies, and special reports. Supporting in the preparation of communications and PR materials, including content writing, production and publication processes, in coordination with colleagues in the Institutional & Community Resilience team and the Public Discourse team. Preparation and coordination of consultancies the administration and procurement processes. Reporting and discussing periodic progress with the Senior Advisor.

Required qualifications, competences and experience:

  • Undergraduate level qualification or equivalent in an area that is related to the activity area, development studies or relevant social sciences
  • At least 2 years of substantive professional experience, with demonstrated experience working in the development sector, with communication, coordination and monitoring responsibilities
  • Strong work ethic and attention to detail
  • Proactive, results-oriented, and creative mindset
  • Ability to effectively and independently prioritize tasks and stick to deadlines

Ability to communicate, relate to and constructively cooperate with colleagues and partners from different backgrounds, of diverse cultures and at all levels of a hierarchical organization or community with a proven record of written communication skills. Ability to build strong working relationships built on trust and mutual respect.

  • Fluent in reading, writing and speaking English and at least one national language
  • Excellent command of MS Office programs
