Position Title - Program Associate, Sri Lanka

The International Republican Institute (IRI) is currently recruiting a Program Associate for its Sri Lanka program. The Program Associate will monitor and support all sub-granting, training, networking, and coordination activities among IRI's programs working with political parties, civil society, youth, women, and other underrepresented communities. The Program Associate will help establish new and innovative approaches to political party and civic engagement among youth, women, and other underrepresented communities at local levels outside Colombo. S/he will work alongside program staff to ensure smooth implementation of programs and other training activities.

Duties and Responsibilities:

  • Provide logistical support for the organization of IRI's political party capacity building, youth and women's leadership initiatives, civic and voter education activities.
  • Monitor, analyze and report the engagement of youth, women, and other underrepresented in the political and civic sphere in the country.
  • Maintain an understanding of funder and IRI policies and procedures related to grant compliance and oversight of IRI's sub-awards.
  • Support efforts to ensure that IRI's subawards extended to youth networks are in compliance with grant agreements and workplans.
  • Support monitoring and evaluation (M&E) efforts of IRI's sub-awards and support IRI team on all other M&E data collection, research, and reporting as required.
  • Support IRI networking with political parties, civil society, youth, women & underrepresented communities, as well as other stakeholders to promote IRI's programs.
  • Facilitate networking and information sharing among IRI's partners, political stakeholders, private sector, and numerous other institutions to promote cross-sector coordination on youth and women representation.
  • Actively support IRI's communication strategy and outreach efforts.
  • Support the facilitation of meetings and briefings with national and local civil society and community leaders, political party members, and other stakeholders as required.
  • Facilitate procurement processes related to IRI's procurement of goods and services, sub-awards, bid analyses, and selection processes, payments to sub-awardees, etc.
  • Provide admin and operational support to field office team and manage office petty cash.
  • Support IRI management to ensure oversight and integrity of sub-awards.
  • Represent IRI at external events as needed.
  • Travel as needed for program oversight and implementation.
  • Perform other duties as assigned by management.

Qualifications:

Educational Requirements:

  • Undergraduate degree in Political Science, International Relations, Public Policy, Law, or related fields.

Minimum Requirements:

  • Excellent written and verbal communications skills in English.
  • Excellent written and verbal communication skills in either Sinhala and/or Tamil.
  • Strong organizational skills with the ability to work with multiple partner organizations.
  • Minimum of 03 years' experience in a relevant field.
  • Possession of strong organizational, reporting, and analytical skills.
  • Knowledge of Sri Lanka's political and civic space.
  • Ability to work well with others, meet deadlines, and respond to changes in priorities.
  • Ability to work effectively with diverse groups of people from different backgrounds.
  • Strong problem-solving, and attention to detail.
  • Ability to work independently, take initiative, set priorities, and see projects through completion.
  • Commitment to the political and social inclusion of all groups.
  • Drive to learn new skills and expand IRI programming in new and innovative ways.

Preferred Skills:

  • At least 03 years-experience in project design/management and monitoring and evaluation of projects.
  • Experience with grassroots and/or national level youth engagement and leadership programs, public policy development and/or analysis or advocacy campaigns.
  • Strong digital communications and content creation skills.
  • Experience developing and leading training sessions.
