Job Title: Program Manager - North & East, Central (2 positions)

Reports To: Technical Director - Programs

Location: North and East - Vavuniya, Central - Nuwara Eliya

Global Communities is seeking two Program Managers for the USAID Sri Lanka Social Cohesion Activity. This five-year $16 Million program will use a bottom-up approach to promoting social cohesion through existing sub-national and national structures to address citizen needs while promoting citizen-led initiatives to address socio-economic and systemic inequalities as a pathway for increased social cohesion, community resilience, and sustained peace.

JOB RESPONSIBILITIES

  • Oversee sub-grantees work plan development and implementation of sub-grants in the region to ensure that project assistance is technically sound, appropriate and in compliance.
  • Lead or participate in the co-creation of sub grants, timeline, and budget. Provide backstopping and troubleshooting support to field-based staff and sub-grantees through frequent communication and programmatic support.
  • Develop and maintain collaborative relationships with district, divisional government, and local authority for successful implementation of Social Cohesion Activity.
  • Oversee programs monitoring, evaluation and learning, knowledge management, data analysis, and ensure compliance and data quality to support effective program implementation at field level.
  • Ensure any required technical and administrative assistance is provided to grantees and other stakeholders.
  • Hold regular stakeholders' meetings to share lessons learned and promote synergies between activities.
  • Oversee the planning and implementation of events in the region.
  • Document implementation successes, challenges, and lessons learned and share them with through regular program reports to Technical Director - Programs.
  • Ensure women, youth, and marginalized groups participate in all activities.
  • Guide and mentor team members to enhance performance and collaboration between internal staff and other stakeholders.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Previous USAID funded project experience and knowledge of the USAID rules and regulations are an asset.
  • Experience with sub-grantee management.
  • Experience with community development or economic development preferable.
  • Excellent leadership and decision-making skills.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication in English and at least one other National language.
  • High level of integrity and professionalism. Demonstrated initiative and high sense of responsibility and discretion.
  • Ability to multi-task and work under pressure. Result-oriented.
  • Team player.
  • Knowledge of the local context/environment.
  • Willingness to conduct frequent field visits.

EDUCATION and/or EXPERIENCE

  • Degree in a relevant field, preferable in Social Work, Development Studies OR post-secondary education and training with significant prior experience.
  • At least six years of professional experience required in any of the following: community reconciliation, community relations, community outreach, or other related experience.
  • Minimum of three years of managerial experience.
  • Minimum of five years of relevant administrative and program/project experience required preferably with an international organization.
